Informatica Corporation announced that the Utah Department of Health (DOH) has implemented Informatica Identity Resolution as a critical component of its All Payer Database (APD) project.

Informatica Corporation, independent provider of data integration software, announced that the Utah Department of Health (DOH) has implemented Informatica Identity Resolution as a critical component of its All Payer Database (APD) project, a major focus of Healthcare Reform efforts in the state.

Supporting health improvement initiatives through the collection and analysis of healthcare claims information, the APD relies on Informatica Identity Resolution, an integral part of the Informatica Platform, to eliminate duplicate records and match, link and group the more than 100 million data sets projected to flow annually into the system.

The Informatica solution enables the Utah DOH to provide a complete picture of medical care, drive lower cost processing of APD and deliver more effective healthcare data analyses. Each of these benefits plays a vital role in helping consumers, business owners and policy makers make wise decisions.

Utah's APD project was funded by the state legislature and entrusted to the Office of Healthcare Statistics.

The APD collects claims data submitted by multiple healthcare insurance payers and prepares it for analysis.

With the data coming from numerous sources, potential difficulties include:

• Lack of commonality in identifying or linking individual claim files, since there is no standard industry-wide patient identifier;
• Field variations such as first name versus first initial; and,
• Multiple claims for an individual across various different payers.

These difficulties are compounded in that the APD must track individuals as they move between different healthcare plans, both public and private. This, coupled with the sheer volume of the data and a limited annual operating budget, drove the requirement for a high-precision, flexible, high-volume identity and matching solution.

It was imperative that the technology would automate and substantially reduce the costs of resolving identity issues, which made Informatica Identity Resolution a perfect match.

Powered by the Informatica solution, the APD currently contains more than 150 million records -- medical, pharmacy and laboratory service claims from private insurance companies and public health organizations.

The APD is expected to grow by approximately 65 million claims annually and ultimately will hold data on Episodes of Care (EOCs) for nearly 70 percent of Utah's population.

The Utah Department of Health's All Payer Database program manager, Mark Gaskill, will be discussing the state's APD at the NAHDO (National Association of Health Data Organizations) Conference in Salt Lake City at 2:15 p.m. MT on Thursday, October 14, 2010. Additionally, Informatica's senior director of product management for Master Data Management and Identity Resolution, Ramesh Menon, will present on health data integration from 12:00-1:30 p.m. MT on Thursday, October 14, 2010.
