"Patients have become much more demanding, and there's a whole series of excellent reasons for that. I think public expectations have increased. The public are able to exercise choice now in a way that wouldn't have been dreamt of ten years ago before the advent of the Internet," said Sir Naylor.
On the notion of earned autonomy:
"The real challenge for the Health Service is that the Health Service is essentially fully funded by public subscription through taxation, and the politicians find it extremely difficult to let go of the strings and empower organizations like mine. About six or seven years ago, the labor government in the UK realized if hospitals were to flourish in the future, then they had to be given more autonomy and came up with the notion of earned autonomy," said Sir Naylor.
